He warned the Supervisors that the county might be taking a big risk in going below the $825 minimum. “If we do not meet all the quality standards and fund below $825, we will have to return the state’s share of the difference between the funding levels," he warned.
Retired School - Board Chairman E. N. Montague repeated Norton’s warning at the June School Board meeting. He noted specifically that Rappahannock schools were only one-half man year above the minimum state level for ratio of administrative personnel to pupils while the county funded below the minimum per pupil level. "If we slip on anything, we could lose considerable funds." he cautioned at his last School Board meeting.
In the event that the county loses a portion of state funds, the money will have to be replaced from the general funds, Bloomer noted. He confirmed that the School Board hasn’t declared a vacancy in the principal's position to date and so no action can be taken to hire anyone to replace Carter.
Currently, new elementary assistant principal Graham Spencer is covering the two administrative positions at the elementary school with help from Bloomer and assistant Superintendent Ray Hogan from the central office.
