Robinson, only Virginia member of the House Appropriations Committee, noted that the budget “presumes eventual enactment—in this Congress, of the heavy taxes proposed in President Carter’s energy program, as well as significant increases in Social Security taxes”, and predicted:
“If this resolution becomes law, and if all the assumptions on which it is based pan out, we can expect a substantially higher federal tax bill, with millions of citizens moving into higher tax brackets, even though a new surge of inflation wipes out any spending power benefit from increased gross income.”
