Spence’s report recommended that:
—License number and speedometer readings be entered on mileage forms.
—Mileage claims during fiscal year 1977-78 for policing be disallowed, “as this Auditor cannot understand how one can delineate the difference between patrolling and policing.”
—Governing bodies and Sheriffs of each locality be notified that only mileage for answering specific complaints will be reimbursed by the Commonwealth.
