Between 1975 and 1976, the local share of the county's school budget increased six percent—from S512.160 to $551,991. The local share jumped nine percent between 1977 and 1978—from $563,248 to $615,730—and will jump even higher at 14 percent from 1978 to 1979— from $615,730 to $704,101.
The rapid increase in the local share of the school budget has not been offset by an increase in assessed value of Rappahannock property. While local school costs have jumped by nine and 14 percent, -the increase in assessed value has climbed at a steady rate of approximately 3.5 percent a year.
Other factors also have affected school funding. Last year, the state allowed localities to fund below the minimum per pupil expenditure of $825, provided all other Standard of Quality were met. (Rappahannock funded at $815 per pupil.) This year, localities do not have the option of funding below the minimum set by the state if they want to retain state funds. In addition, the per pupil funding level has increased from $825 to $901.
Besides the steadily increasing local share of school costs that will have to be met through dipping into the county’s reserve fund if taxes aren't to be significantly increased, the county is also faced with another extra revenue demand—$25,000 for the required reassessment
