In addition to mandatory clustering as a means to control land use, McNear stated that localities can create a special zone where subdivision development is not allowed, period. “A nosubdivision agricultural or steep slope zone can be justified under existing laws," he insisted. “It’s a little bit of a radical idea...No one’s tried it,” McNear added, acknowledging that the alternative had been rejected by the Fauquier Planning Commission.

He maintained that "large lot zoning, in and of itself, does not protect anything...One house on every 25 acres will not preserve rural character, will not preserve resources.”
