Henderson reported that utilities will also be audited four times a year to see how successful they've been in keeping to the projected cost of fuel. If the cost is less than what the company estimated it would pay, the SCC "will demand a roll back" in rates, said Henderson. If the projections end up being lower than the actual cost ol fuel, the SCC will determine if the error lies with the company or is due to factors beyond the utility’s control. Henderson acknowledged that the abolishment of the fuel adjustment clause would have little impact—at least initially—on a customer's bill.
