The SCC is responsible to both citizens and to the utility companies that are required by law to provide "adequate, dependable and affordable service," said Henderson. “In order to do this, they must operate as monopolies” with the SCC taking the place of competition in providing pressure, he maintained.
The SCC cannot provide effective regulation if the Commission adopts the attitude that it must take sides in the battle between consumers and utilities, according to Henderson. Instead, he contended, the SCC must work to provide for a “strong, healthy utility” while, at the same time, keeping satisfied utility customers.
