THE STATE CORPORATION COMMISSIONERS sent their special assistant Bernie Henderson to Rappahannock on Monday to explain the SCC’s rate setting procedure at a public meeting sponsored by the county’s Senior Citizen Council. Henderson, third from left, was thanked by ileft to right! Tom Faust, Truman Keesey, A. H. Keyser and Ed Bailey following his presentation. Recognized by the Richmond daily papers as the most effective speaker before last year’s General Assembly, Henderson was equally as impressive at the courthouse and held his audience’s attention throughout his talk.
