The State Corporation Commission is soliciting public opinion on utility advertising. By resolution of the 1979 General Assembly, the SCC has been directed to “study how best to define and identify those categories of advertising, if any, to be excluded from operating expenditures of the utilities for ratemaking purposes.” Accordingly, the SCC wants to know from consumers what advertising by utility companies should be paid by utility customers? How can advertising by utility companies best be separated if the SCC is going to permit some as proper expenses but deny others?
