“These are public issues. You’re spending public money and the public has a right to know what’s going on,” Sean Kilpatrick told the Rappahannock School Board at Tuesday’s meeting.
Kilpatrick voiced a complaint about “the way in which the School Board is not conducting the public’s business before the public's eye.” Using information taken from the official minutes of the School Board, he noted that the board had met 50 times between May, 1978, and April, 1979. According to the board records, only nine times were the meetings conducted without an executive session. Kilpatrick added that the closed sessions totaled more than 40 since the board went in and out of executive session twice at several meetings.
