Earlier, he railed against having to staff additional special education positions, describing teachers for the mentally retarded as “baby sitters” and suggesting that room dividers be erected to better utilize classroom space now taken up by smaller special education classes. He also proposed repeatedly that youngsters in trainable mentally retarded classes be combined with students classified as educable mentally retarded. Eastham suggested this approach over and over again despite McDaniel’s attempts to explain that this would violate both state criteria on maximum class size and regulations prohibiting placing five-year-olds in the same class with 13-year-old special education students.
As with other speakers including the chairman,and his fellow board members throughout the seven-and-ahalf hour meeting, Eastham continually interrupted McDaniel in his attempts to explain regulations on state mandates and guidelines on special education programs.
Finally, after the school board finished with its lineitem by line-item approval of the proposed 1980-81 budget, Eastham proposed that Bloomer forward a “preambulatory (sic)” statement to the supervisors, noting that the school board realized revenue projections from state and federal sources aren’t firm commitments.
