If 100 per cent assessment results in a higher true tax rate, Rappahannock may receive side benefits of increased state aid for education, said Luke. Currently, the county is rated near the top in ability to pay for education and near the bottom in effort. If effort is improved, Luke said, the county should receive more money.
Last year, Rappahannock received $220,000 more in total revenue from the state than the county sent to Richmond in taxes, according to the supervisor chairman. This type of imbalance makes if difficult to convince legislators that the formula used to determine state aid for education needs altering in favor of rural counties, he said. “I’m not saying we shouldn’t get state funds —just that it’s hard to argue for a change in the formula."
