support facilities in the building—library, cafeteria, bathrooms, offices, storage, etc.). While the cost of upgrading the sewer system will vary, depending on the alternative chosen, all three options bring capacity up to serve 600 students figuring on 16 gallons per day per person.
On energy conservation measures intended to “button up” the high school, Luke noted federal funds are available on a 50-50 match with local money for the project. As to any requirements that might accompany the federal grant, “we have to use the money for what we say we’re going to use it for—that's the only string,” Luke said.
Three Per Cent Loan
Money for the rest of the expansion project can be obtained through Literary Fund loans, the same source the county used to finance construction of the elementary school. Currently, this money is available—up to $1 million per project—at a maximum three per cent interest. As of July 1, 1980, the maximum on amount borrowed will increase to $5 million while the maximum interest rate will jump to six per cent.
Luke estimated construction time for the expansion program at approximately 18 months. He, noted, however, that the option exists for replacing some or all of the new classrooms with modular units.
Other options that can be considered as architectural tradeoffs, according to Luke’s proposal, include converting the present cafeteria to art or musftic rooms and building a new cafeteria; converting the gymnasium to one or more classrooms or a cafeteria with construction of an improved
