In a second letter, Micklem advised the board that funding will be approved for Bloomer's proposed "multi-categorical modified self-contained” special education program for the 1980- 81 year. He noted, however, that the plan for education of handicapped children “should be recognized as meeting minimal requirements.” Micklem stated his concern about the location and space limitations for the instructional program and "strongly urged” that the board "give attention to this matter in planning for space needs during school year 1981- 82.’"
In addition, he maintained that teachers assigned to the special education program should be given "continuous supervisory and administrative support during the school year. Where diverse groups of handicapped children are grouped so closely together, experience has shown that the potential for serious management and instructional problems is considerable,” Micklem wrote.
Eastham still argued for discussion of where to place the 14 children returning from Piedmont and not "the general subject of special education."
