Eldred, who witnessed Mrs. Burke's close encounter, reported that she’d talked with the owner of two dogs involved in an attack and had been told the animals would be kept tied. “They haven't been,” she noted.
Eldred asked earlier in the meeting if the council had located the town’s ordinances which have been missing for some time. “Two years ago, I asked to see the ordinances but no one could find a copy. Then a year and a half ago, my husband asked to look at them and stiH no one had a copy.”
“If you can’t find the old ones, can’t you make new ones?" Mrs. Burke asked, maintaining that a new leash law should be adopted. “Dogs shouldn’t be allowed to roam around town with old people and children."
“There could very easily be a leash law,” replied Mayor Newbill Miller.
