The recently completed conference involved a simulation of the state government examining teacher preparation programs pursuant to HJR 100 passed by the Virginia General Assembly this year; one which directs the State Council of Higher Education and the Board of Education of Virginia to investigate the quality of teacher preparation in the state.
While the simulation emphasized the executive centered nature of contemporary state government, it also underscored the relationship of the executive branch with the General Assembly and the public, particularly interest groups and the news media.
Each of the students was assigned the role of a relevant political actor, or a news media figure. The students were to play their roles as the political figures were likely to behave considering similar
