Miller asked if the 14 returning students were responsible, for the need of five additional positions.
"No sir," answered Bloomer, explaining that the 14 Piedmont youngsters plus handicapped students recently identified for placement required the three new positions under consideration on Tuesday. In addition, he noted, a new LD self-contained feacher has already been aprroved by the board. “All the new positions are necessary to meet the needs of the students,” Bloomer said, adding that state regulations on class size determined the number of teachers required. His proposal, he said, is aimed at providing a special education program that will meet state approval.
State Funds Jeopardized
Mrs. Massie noted that the letter from Micklem stated that special education funds from the state will be provided only if Rappahannock meets the provisions stipulated. "If the provisions are not followed, the county will be denied funds for these special education students.” she noted.
Mrs. Massie added that the allocation for teacher salaries in the approved 1980-81 budget should be sufficient to cover the new positions since so many experienced teachers are leaving the county system this year and are being replaced with less experienced personnel at the bottom of the
