14 Affect All Programs Rob McDaniel, assistant superintendent and supervisor for special education, explained that the 14 children couldn't be separated from the rest of the special education program. Of the 14. eight are older elementary students who will be placed in a self-contained LD class, the maximum number permitted without an aide. Three of the children from Piedmont have progressed enough to be served on an LD resource basis at the elementary school rather than in a selfcontained class while three are high school aged and will be an LD resource class at RCHS, McDaniel said.
If the self-contained LD class and the combination LD-ED group are put into a divided classroom. the children who used that classroom last year must be relocated, he continued. In addition, the increase in LD resource students at the high school plus the increase in EMR students there require an additional teaching position at RCHS. according to the state department, McDaniel noted.
Also. the assistant superintendent reported, all of the special education classes, with the exception of the older group of mentally retarded children at the elementary school, are either at the maximum size allowed by the state or close to it. Even with the division of one classroom. McDaniel said, the LD resource class must continue to be held in the “totally unsatisfactory” space formerly used as a dentist office while the administration is “reluctantly
