New Laws
Effective
A number of new transportation safety laws in Virginia were effective July 1. 1980, according to Virginia Department of Transportation Safety (VDTS) Director John T. Hanna.
New legislation includes:
—The State Board of Health in cooperation with other state agencies, will set rules and regulations for the manner and method in which hazardous materials are loaded, unloaded, packed, marked, stored and transported.
—Persons riding bicycles or animals on public roads are subject to all of the rights and responsibilities of a motor vehicle driver.
—The registration fee for motorboats has increased from $8 to $11.
—Motor vehicles which transport cargo on public highways must be constructed. maintained and loaded to prevent their contents from dropping, sifting or leaking onto the highways.
—Failure to use safety belts can no longer be considered negligence in civil cases involving traffic fatalities or injuries.
—Motor vehicles can only be seized by police in incidents where a licensed driver was racing his vehicle on public property.
