The first cruelty to animals petition brought in Rappahannock County by an SPCA humane officer was heard in general district court on Tuesday by Judge John Alexander.
In the past, enforcement of animal welfare laws has been the responsibility of the state police and the sheriff s department since the county doesn't have its own humane officer. As of July 1, however, changes in state law give officers from other jurisdictions limited authority throughout the state.
Fauquier humane officer Effie M. Fox explained that in her county she has the power to make arrests and sene her own warrants. In any jurisdiction of Virginia, she may seize animals found neglected and petition the court for permanent removal of the animals from their owners’ custody.
