dogs while his brother and sister-in-law were on vacation. In response to a question from Donald Gray, he said he was present when his brother phoned Effie Fox and had not heard him make the remark about cutting the dog's nipples off.
Donald Gray’s mother also maintained that her son and his wife fed and watered their dogs. She added that the mother dog had always been "thin looking”. "They thought too much of their dogs to mistreat them as far as they knew," she concluded.
Dogs Removed
After listening to the testimony. Judge Alexander ruled that he couldn't determine beyond a reasonable doubt that the Grays had willfully mistreated their animals. “It was probably lack of knowledge as much as anything else,” he said. Alexander added, however, that he couldn’t believe the dogs received "the tender loving care that Mrs. Gray and her mother-in-law said they got. But if it was due to ignorance or plain neglect, 1 couldn’t say."
Although Alexander held that the evidence was insufficient to sustain criminal charges of cruelty to animals, he ordered the dogs held by the humane officer. “You’re not guilty of a crime but you’re not capable of taking care of the dogs," he explained to the Grays. rox volunteered to meet with any Rappahannock citizens interested in organizing their own local SPCA.
