Luke replied that the late filing penalty will not work a hardship on the county's older taxpayers because the proposed ordinance includes a provision for leniency on collection. For instance, he explained, if someone expects a check to arrive in June, the commissioner of revenue can allow a month’s leeway on filing to avoid a hardship.
After the vote on the filing penalty public hearing, H. B. Wood asked when the board has to act on commissioner of revenue Merle Scoggin’s recommendation to discontinue local property taxes on farm machinery, livestock and household furnishings.
‘‘To be prudent, you should adopt a local ordinance before the first of the year," advised commonwealth’s attorney Douglas Baumgardner.
