The competition is sponsored by the Goodyear Tire & Rubber Company in cooperation with the National Association of Conservation Districts. The program emphasizes the concepts of planning for service, organizing to give that service and evaluation of district services through the Evaluation Guide.
Entry in the program requires two steps: (1) Submission of an annual plan of work, and U) completion of the Evaluation Guide and submission, along with an annual report, to the state judging committee at the year’s end. The Evaluation Guide takes into consideration program complexity, geographical location and rural-urban problems.
