Decome involved in such an unusual career, Pipsy said that she was born in India of British and Russian parents, educated in England, France, Switzerland and Egypt before coming to the States for college and that during those formative years she was exposed to an environment where silver was much in evidence.

She developed an artistic interest in silver and a curiosity about the historical origins of significant pieces. As so often happens, this research paid off later when, after her marriage to Carl Bischoff, then associated with the State Department, she lived in Georgetown.
