Although traditionally pictured as part of the urban scene, the Salvation Army may be found in any area that has a need. There is a small but very active outpost in Front Royal, and a service unit in Warrenton. The group in Front Royal serves Warren, Page, Shenandoah and Rappahannock counties.
Todd Hawks, the young lieutenant who commands the Front Royal forces, explained why the group uses military terminoloy, rank, and uniform: “The Christian Mission was to help and minister to the poor and uneducated. The concept of an army was something they understood.”
The military image also reenforced Booth's idea of a full-scale war with the devil.
