He reported that he plans to submit only one bill requested by the Culpeper town council to clear up ambiguity in the Virginia Code on notice required for budget hearings. One code section stipulates seven days and another 14 days. Beard’s bill will set the notice requirement for budget hearings at seven days.
Despite a continued decline in gasoline revenues, which fund road construction and maintenance, Beard does not anticipate that the Virginia Department of Highways and Transportation will be back before the General Assembly this year asking for money. “They’re through. Mr. King (highway department commissioner Harold King) is trying to reduce his employees by attrition. It if doesn’t move fast enough, he’ll have to lay off tome people to keep within his budget,” Beard said.
Beard also discounted rumors that this Assembly will remove the sales tax on food. He attributed delegate support for the measure to inflated estimates on the state’s budget surplus and predicted the issue won’t even come up on the floor in the short session.
