The first round in the legal contest ended with circuit court judge Shore Robertson’s ruling that he could not issue an injunction to stop the NPEA annual camp meeting from being held on the property for two weeks last summer. At issue in the controversy is the validity of Rappahannock’s zoning ordinance which did not allow any uses by right in a residential subdivision, the category of the NPEA’s property, until amendments were passed this summer.
