A package of proposals that will establish a new direction in Virginia’s energy future cleared a major legislative hurdle last week. A unanimous vote of approval by the Virginia .Coal and Energy Commission, the Commonwealth’s primary decision making body on energy policy, speeded a series of four energy incentives and government efficiency measures toward passage in the 1981 General Assembly.
The proposals would mandate action in several areas, and are widely seen to reflect the current legislative mood of restricting the reach and cost of state government. One bill directs the State Office of Planning and Budget to formulate a comprehensive energy plan for the Commonwealth of Virginia. Two others, an amendment to the Virginia Constitution, and a joint resolution, broaden the ability of local governments to initiate development of local energy resources through tax incentives,
