He maintained that his heighbors' houses were "as nice and as valuable as mine” despite the difference in assessments. Johnson added that if Schaefer bought the old coop and didn’t clean up the lot, Johnson’s appraisal would continue to be high even though the burned down building detracted from his property’s value while the Schaefers and Mrs. Varner would continue to get the benefit of lower assessments.

“If I’m allowed to clean this place up, fix up the building and make use of it, it will be an asset to those properties as well as my own...My main purpose in buying the property is to clean it up but in order to justify spending that kind of money, I must find a use for it,” he continued. Johnson told the BZA that the building will be used primarily to store antique automobiles that his son has fixed up and painted.
