Several thousand absent parents responsible for Virginia children receiving Aid to Dependent Children may find their federal income tax refunds withheld this year, according to the Virginia Department of Welfare. Under a new federal program enacted by Congress, state agencies administering the Child Support Enforcement program submitted to IRS a list of absent parents seriously delinquent in paying child support and whose children are or were being supported by welfare payments. These parents’ federal tax refunds, if they are entitled to refunds, will be intercepted and forwarded to the state in which their children are receiving public financial assistance. "In most cases, the actual money received from a tax refund may not fully satisfy the debt," said Jean White. Support Enforcement Director for the Virginia Department of Welfare.
