Green Line*

Zoning administrator David Konick reported on a question as to zoning designation of the lot involved in the variance request. Zoning maps show a green line around all seven of the long, narrow parcels with a penciled-in notation of “proposed districts only. The same green line is used to identify three zoning categories—residential, residential subdivision and residential business, he noted. The green lines have never been clarified. Konick added, judging that the designation of “proposed / districts” plus a pamphlet i entitled “Rappahannock ' County. Past, Present and Future” were originally intended to meet code requirements for adoption of a comprehensive plan. Therefore, the zoning administrator said he ha> concluded that the seven lots are still zoned agricultural since no record of a rezoning exists.

Bird maintained that the two ordinance provisions —the first allowing one single family residence on lots of record at the time the ordinance was adopted provided health department regulations are satisfied and the second requiring a finding of hardship in variance requests—appear to be inconsistent.
