NOTICE TO THE PUBLIC OF A PROPOSED

RATE INCREASE BY THE POTOMAC

EDISON COMPANY

On December 21, 1981, The Potomac Edison Company (“Potomac Edison” or “Company”), filed with the Virginia State Corporation Commission (“Commission”) an application to increase its electric rates so as to produce additional annual revenues of $6,721,000. The Company states that the revised rates would produce a total increase in Virginia revenues of 13%. The increase would be collected by increasing Potomac Edison’s various filed rate schedules.

Copies of the Company’s application, the proposed schedule of rates and charges and the testimony and exhibits of Potomac Edison’s witnesses may be reviewed in the Document Control Center of the Commission or at any office of Potomac Edison where bills may be paid. All interested parties should review the Company’s application and prefiled testimony which describes all proposed changes in Potomac Edison’s rates.

The Commission has suspended the proposed revised tariffs and has scheduled a public hearing to be held commencing at 10:00 a.m. on May 5, 1982, in the Commission’s 13th Floor Courtroom, Jefferson Building, Bank and Governor Streets, Richmond, Virginia. The Commission has also directed its Staff to investigate the reasonableness of Potomac Edison’s proposed increase and to submit their findings by April 23, 1982.

On or before March 23, 1982, any person who expects to submit evidence, cross-examine witnesses, and otherwise participate in the hearing as a Protestant as provided in Rule 4:6 of the Commission’s Rules of Practice and Procedure, shall file with the Clerk of the Commission an original and fifteen (15) copies of a Notice of Protest as provided by Rule 5:16(a). A copy of the Notice of Protest shall be served on Potomac Edison. Service on Potomac Edison shall be made by directing the filing to John W. Riely, Esquire, Hunton & Williams, P.O. Box 1535, Richmond, Virginia 23212.

On or before April 23, 1982, all persons filing a Notice of Protest, who wish to participate in the hearing as Protestants, shall file with the Clerk of the Commission fifteen (15) copies of the prepared testimony and exhibits of each witness expected to present direct testimony and shall simultaneously serve five (5) copies upon Potomac Edison and all Protestants. By the same date, all Protestants shall also file an original and fifteen (15) copies of a Protest as required by the Commission’s Rules and shall serve a copy on the Company and all Protestants.

Any interested person who desires to make a statement at the hearing in his own behalf, but not otherwise participate in the hearing, shall file a request in writing with the Clerk of the Commission.

Any person who wishes to express his views on the application, but does not wish to appear at the hearing, may do so by submitting such views in writing to the Clerk of the Commission no later than May 5,1982.
