Del. C. Richard Cranwell (D-Roanoke) said last Friday that he doubted the Loudoun proposal would be approved by the committee this year. Instead, he said it would most likely be studied for another year before the assembly takes up the proposal again in 1983. Cranwell is chairman of the subcommittee that has been considering Loudpun's proposal, as well as others.
