No bid was selected from the nine bids opened at the school board meeting Tuesday night for the school board office/bus shop. The low bid of $126,000 submitted by Whitehead-Leach Construction Co, a Richmond firm, was not accompanied by a bid bond as specified in the advertisment requesting bids.
(Tuesday’s bid opening was the second for the board. The job had been bid previously, with a low bid received from Baughan Construction Company, a Luray firm, of $138,871. A determination was made by the board’s lawyer that the bidding procedures did not follow the stipulations of the new public procurement act
