To further illustrate the impact of low present salaries on the life of Rappahannock teachers, Smith gave the actual disposition of the paycheck of a teacher. “It is clear from these figures,” he said, “that the school board does not intend for its teachers to become property owners or, in fact, to live normally withouth the help of a spouse employed fulltime.”
