On February 8,1833, the Virginia General Assembly passed what was entitled “Chapter 73—An Act forming a new county out of the county of Culpeper,” and in paragraph one proclaimed the county’s name to be Rappahannock. In paragraph two, the Assembly ordered Governor John Floyd to appoint 25 persons to serve as “Justices of the Peace in and for the County” after they had taken their oaths duly administered by Samuel Simoson, a Justice of the Peace from Shenandoah County.
