It’s that time of year again when most of the hills the General Assembly enacts take effect.
On Friday more than 200 bills approved by the session of the legislature and signed by Gov. Charles S. Robb will become law. Most of them take effect July 1, and they range from revisions to local government charters to changes in tax and criminal law affecting all Virginians.
