In a preliminary report presented June 1J, JI,ARC found that although local governments in Virginia are not going broke, some are beginning to feel varying degrees of “fiscal stress” and need help from the 1984 assembly.
“We didn’t find any evidence that local governments are going bankrupt,” said John Bennett, JLARC’s chief legislative analyst on the report.
