The counties and cities were grouped together in the JLARC report in “clusters," based on size, growth, income and poverty, revenue capacity, tax effort and budget actions needed to address fiscal conditions.
Loudoun was grouped with urbanizing counties that are experiencing high growth but that have high per capita income, low poverty levels, high revenue capacity and growth, and a moderate to stable tax effort.
Loudoun had the least stress in that category, when compared to seven other counties.
Fauquier was grouped with 15 other suburbanizing counties, with high population growth, high income, low poverty, moderate revenue capacity and growth, and a low to stable tax effort.
Fauquier was the least stressed county in the cluster, just lower than Hanover, Bedford and Spotsylvania counties.
Clarke was placed with 11 high growth, high capacity rural counties that have moderate to high population growth, moderate income and moderate to high poverty, a high revenue capacity and a low but increasing effort at raising taxes.
Rappahannock was included in the cluster of low growth, high capacity rural counties. They generally have low growth or even population losses, low income and moderate to high income levels, and high revenue capacities but low tax efforts.
Faii-fax was not grouped because it did not fit in any of the cluster patterns, the report said.
But Fairfax was ranked low in stress because of its high revenue capacity, high per capita income level, and relatively low poverty level.
The report did not measure the fiscal stress on towns.
