To qualify for services under the welfare department’s administration, clients must be receiving or have exhausted unemployment benefits or be unemployed and have filed federal income tax returns for 1982 as a sole proprietorship. “That means the applicant must own their own business,” Kreitler explained.
In addition, clients must have less than $1,500 in cash or liquid assets and monthly household income that does not exceed $346 for one person, $452 for two, $559 for three, $665 for four, and so on, the welfare director said.
"If someone is out of a job but not receiving unemployment, he or she wouldn’t be eligible for these new services,” Kreitler noted. "But in that case, they would be eligible — hopefully — for one of our other programs.”
