He noted that as a driver in the Retired Senior Volunteer Program (RSVP), he transports elderly people to doctor and dentist offices and travels over many of the county’s back roads. “You’re doing a nice job,” Donald told the resident engineer. “But you could put a little blacktop there (on Route 622).”
Askew noted that rightof-way has been donated and work is already underway to widen portions of the road. But the Highway Department has specific policies that govern hardtopping, he added. “It does take a traffic count of 50 vehicles per day under state law. . . And all (blacktopped roads) must have a 50 foot donated right-of-way. . . At last count, you had 35 vehicles per day on your road,” he told the Donalds. “So it’s not possible now to blacktop it.”
