Mrs. Frank Neal from .Jackson District asked whether the Highway Department realized a savings on spot work as opposed to improving an entire section of road. “And you’re still not doing the job,” she added.
“We do spot improvements because we don’t have the money to do the entire job,” Askew replied. “A little bit here and a little bit there. Hopefully, one of these days we can tie them all together. . . But frankly, I don’t ever see us getting back to the good road building days of the early 70s.”
Clear Ditches
Frank Neal suggested that the Highway Department hire a full-time employee to travel the rightof-way and keep roadside ditches cleared. When the ditches fill and water spills over onto the roadbed and then freezes, the surface is damaged, according to Neal. "Keep the ditches open and you won’t have so much trouble,” he advised.
