Come July 1 - at the latest - it looks like Rappahannock will be without a sanitary landfill. And if the cavalry is going to come to the rescue at the last minute, it may have to be with a contract for out-of - county disposal of the solid waste generated here, at least as an interim solution to the trash dilemma.
Last summer, with remaining capacity at the old dump measured in days, Robert Forman, the district director for the state’s Division of Solid Waste Management, engineered an emergency extension to allow waste disposal at the privately owned and operated Clarke site to continue until July 1, 1987. His intervention came with the warning to the Board of Supervisors that another means of handling the county’s trash would have to be arranged by that deadline.
In September, the Lee Partnership applied for a permit to operate a sanitary landfill on 128 acres on the Fodderstack Road just beyond the town limits of Washington, and despite overwhelming opposition from neighboring landowners and
