Sperryville’s plant produces “a very small amount; nonetheless, he has to run through the hoops to handle it,” the planning district director said. As a prerequisite to Mr. Ingram’s application for a permit amendment to allow land disposal of Sperryville’s sludge, that sewage treatment by-product has been analyzed. “It looks pretty good from a testing standpoint,” Mr. Strider said.
He explained that the Sperryville system is one of a kind. According to engineering estimates, it will produce 18,000 to 24,000 gallons of sludge per year but in the absence of hard data as to how often pumping must occur, Recyc is reluctant to commit to taking the sludge from the Sperryville plant to a disposal site. Therefore, a hauling contract with Rosebud is being investigated, Mr. Strider said. As an alternative, Recyc may bring a tanker to the plant and after Rosebud has pumped the sludge into the truck, send a Recyc employee at the company’s convenience to drive the tanker to a disposal site, he added.
Mr. Strider noted that the Health Department, State Water Control Board and the Environmental Protection Agency have given approval for using the plant’s cement sludge tank as a holding tank. "As long as it’s on-site, doesn’t leak and is temporary - meaning six months at the most - it’s okay,” he said. “Now, if Mr. Ingram will consider the WSA’s tank as temporary storage, we can go ahead,” he said, noting Recyc stipulated that temporary storage for sludge be part of
