To the editor
As the Virginia General Assembly begins its work, its members will be bombarded by a public recently concerned by increased taxes. It will certainly be tempting for our state representatives to avoid farther criticism by side-stepping other emotional issues (such as a state sponsored lottery) in favor of November referendums.
Ours is a representative form of government. We elect the best and brightest of our men and women to go to Richmond where they are provided with as much information as possible to enable them to make intelligent decisions. We have every right to expect our representatives to face up to their responsibilities and vote directly on these difficult issues rather than passing the buck on to referendums.
