Following Mr. Forman’s preliminary approval of the site, the board hired an engineering firm to conduct hydrological and geological studies, prepare a site plan, devise a pollution monitoring system, develop erosion controls and ftllfill additional requirements in the state’s landfill permitting process. The reports, plans and studies compiled by the engineers must be reviewed and approved by the Division of Solid Waste Management offices in Richmond; only then is a permit issued.
Mr. Forman has said repeatedly that this approval process - conducted as of July 1 of last year by the new Virginia Department of Natural Resources, rather than the Health Department - takes at least eight months.
As of last Friday, the package from the engineers had not yet been received. “If they haven’t gotten them in by now, there’s no way they can get a permit by July 1,” Mr. Forman said. “Those reports shnnld
