Phil Irwin was the lone speaker at the public hearing, and his comments were directed to form rather than substance. As drafted by Mr. McCarthy, one amendment read: “In the case of planned leave, the Chair- • man will be tasked with the Zoning Administrator’s functions ...” Objecting to this noun proliferation, Mr. Irwin asked that “tasked with”, be replaced by “given” or some other grammatically correct alternative.
