During the last 20 years, he said, “We have no one in control over our foreign and military policies, and we’re called up dead voices from the past: John Foster Dulles and his concepts of the Gold War, the Monroe Doctrine, the Eisenhower Doctrine.” Beginning in the 1960s, he said, presidents acted in situations on the basis of what their predecessors had done, not because their action was necessarily in the best interests of the United States.
‘We had the Johnson Doctrine,” Mr. McCarthy explained, “that each president had a responsibility or a right to continue what his predecessor had been doing. The last three presidents had been in Vietnam, so that’s why he was there. Nixon said, The last four have been here, so that’s why I’m here.’
“It was a new conception of presidential responsibility,” Mr. McCarthy said.
