until the month the payment is due. One of the county’s fire departments asked the board for a pre-payment for an insurance premium which comes due in July. Mr. McCarthy noted thjfc to approve the payment now would cause problems with the county’s Accounting, since the fiscal year ends June 30 and the payment and bill Would therefore fall into different fiscal years.

• Approved a proposal for an amendment to the zoning ordinance which would allow libraries, by special exception permit, in all zoning districts except industrial. Mr. McCarthy said that the Friends of thle Library are considering two sites just outside Washington, but are presently limited by the provisions of the ordinance, which do not allow libraries in agricultural districts. The amendment will be presented, along with a package of technical amendments which will correct errors in the ordinance, for adoption at the board’s July meeting.

• Approved the Virginia Department of Transportation’s six-year secondary road plan as presented to the board.

• Approved a resolution changing the site of the Rappahannock Regional Criminal Justice Training Academy from Waynesboro to Fredericksburg. The academy is a joint project of Planning Districts 9, 16, 17 and 18, Mr. McCarthy told thfe board.
