Landfilling, Stonewall-Hawthome Supervisor Nelson Lane agreed, “requires certain techniques. You just don’t go and drive a ’dozer over a new liner.”
Col. Bingham asked that the operators be hired soon enough so they could visit several nearby landfills to see their operations, as well as receiving pre-operation training from Leonard Joyce, the county’s landfill design and construction engineer.
“Who’s going to be the boss?” Mr. Massie asked.
‘There’s got to be a dear chain of command, ultimately responsible to you, the board,” Mr. McCarthy replied. “The operator must do whatever the landfill operator tells him to do.” If such a contract proposal were ultimately adopted, “it’s going to be a fairly complex bid, and there will be a limited number of people interested.”
He suggested that bid specifications be developed and circulated to see what kind of response the county receives. That will be the best bellwether of the interest,” Mr. McCarthy told the board.
Chairman Gilkey asked Mr. McCarthy to get prices on trash compactors for two sites, probably Huntly and Scrabble. “We don’t need them right now, but for the committee to look at and work on.”
